Westminster City Council & Everyone Active: Leisure Services Partnership Extended to 2029
Westminster City Council is excited to announce the extension of its partnership with Everyone Active for the management of leisure services until 30 June 2029. This extension marks the beginning of a transformative period for leisure facilities and programmes across Westminster, with a strong focus on enhancing user experience, improving accessibility, and delivering meaningful community benefits.
What’s coming: Planned works and improvements
Throughout the extended partnership, residents can look forward to a range of significant improvements and new initiatives, including:
A new Community Access Fund
- As part of the new agreement, Everyone Active will introduce a Community Access Fund (CAF), providing £100,000 annually to provide initiatives and activities to address health inequalities, The Fund will focus on reducing affordability barriers and ensuring more people can take part in healthy, active lifestyles.
The Council will match this funding, doubling the total annual investment to £200,000. Westminster’s Communities department, in collaboration with other council teams, will administer the Community Access Fund.
Initially the Fund wil provide:
- Free community group access (up to 10 hours per week) at Church Street Community Leisure Centre and Queen Mother Sports Centre.
- Free swimming for parents, carers and adult family members accompanying children during school holidays.
- Free 5-day intensive swimming courses for children across all four pools during school holidays (up to 416 places annually).
- Two disability-focused open days each year.

Facility upgrades and enhancements
The Council will also invest £2 million in building enhancements and equipment upgrades to improve the overall customer experience. This investment is in addition to the major capital works programme already underway, including the refurbishment of Seymour Leisure Centre.
Improvements will include:
- Modernisation of leisure centre interiors, including reception areas and communal spaces.
- Upgrades to fitness equipment through a rolling replacement programme.
- Improved accessibility at changing facilities.
- Sustainability measures, including energy-efficient lighting and systems.
- Aesthetic enhancements to improve the look and feel of facilities.
- Ongoing major capital works.
Westminster already offers some of the most affordable leisure pricing in London, but the Council will continue to explore further initiatives to expand access, including targeted programmes, additional discounts, and accessibility options.
